Position Description
Under the general direction of the Bioengineering Chief Administrative Officer (CAO) and the Department Chair, the Director of Student Affairs is responsible for the administrative management of the Student Affairs unit of a large, complex department and of the Stand Alone Bioinformatics and Systems Biology (BISB) Ph.D. Program. The incumbent oversees the Student Affairs administrative and instructional support functions for the Bioengineering undergraduate and graduate programs and the Stand Alone Bioinformatics and Systems Biology (BISB) Ph.D. Program including (but not limited to): advising, admissions, outreach and recruitment, course scheduling, student registration, staffing of instructional programs, graduate student financial support, and student enrichment/diversity. The Director exercises leadership and discretionary authority to solve highly complex managerial and programmatic issues and utilizes a high degree of independence, ingenuity, and analytical skills to resolve complex problems without precedent and/or structure. The Director is responsible for oversight and management, as well as timely and effective delivery of administrative services that fulfill the research, teaching, and outreach mission of the Shu Chien-Gene Lay Department of Bioengineering. The Director functions as the principal adviser to the CAO, Chair, and faculty on a broad range of complex student affairs issues. As needed and appropriate, represents CAO, Chair, and the Department with other internal and external units. Establishes and implements new, and refines existing, academic programs, policies, and procedures. The incumbent organizes, develops, documents, and implements best practices for the Student Affairs unit that are in compliance with UC policies and federal, state, and local regulations and specifically those affecting the three distinct NIH Training Programs administered by the Department. The incumbent conducts process re-engineering where needed, manages data, prepares statistical reports for self and others, and conducts short and long-term planning. The director actively participates in the short- and long-term strategic planning for the unit curriculum and programs. Oversees financial management and resource development for graduate student support and student related activities. The director maintains the Student Affairs unit budget and oversees the planning, management, and coordination of student support to include Graduate Student Research funds, TA funds, Fellowships, Block Grant Allocations and other fund sources for both Bioengineering and the Stand Alone BISB Ph.D. Program. Manages staffing levels and provides leadership and supervision to a professional student affairs staff. In collaboration with the Chair, CAO and IRO Office, tracks industrial trends to ensure curricula are in line with industry needs and that Bioengineering remains competitive.
Qualifications
Bachelor's degree in related area and / or equivalent experience / training. Advanced knowledge of advising and counseling techniques. Knowledge of University-specific computer application programs and knowledge of University and departmental principles and procedures involved in risk assessment and evaluating risks as to likelihood and consequences. Skill in determining suitable utilization of computer applications to performance of task. Ability to modify existing programs as appropriate. Advanced verbal and written communication skills. Interpersonal skills. Excellent interpersonal skills to communicate with faculty, students and staff using tact, diplomacy and discretion. Knowledge of UCSD campus rules and regulations relating to academic polices and procedures, graduate student employment, student services and graduate admissions. Knowledge of graduate student union contract guidelines, deadlines, and regulations for graduate student employees.
