Position Description

Under the direction of the principal investigator(s) the incumbent is responsible for planning day to day activities of the Global Public Health Data Center employing professional statisticians and other related data management personnel; and for consultation and analysis requiring advanced statistical and programming knowledge and significant methodological innovation. The incumbent leads the activities of the statistical/data management unit which typically involve duties such as making and/or distribution of staff work assignments and training of unit employees. The position will assist principal investigators in planning research designs on complicated problems or largescale binational studies which may result in grants; determine from discussions the purposes and objectives of various studies, the previous research done on problems, the scope, methods of approach to problems, and the restrictions inherent in experiments; make recommendations regarding possible alternative approaches or modifications of scope or objectives in order to develop effective research plans; meet with investigators to discuss possible statistical analyses of their research data; interpret results to investigators after completion of staff analysis; and meet with principal investigators to establish overall procedures relating to selected projects. The incumbent also performs statistical consultation and analysis requiring advanced and current knowledge of statistical theory and the ability to develop new methodology to meet novel requirements. Examples of such activity include development of statistical models in new areas of application and derivation of inference procedures using maximum likelihood, Bayesian or other principles; and specification of usage of new statistical methods with appropriate attention to tests of assumptions, numerical accuracy and correct interpretation of results. Applies extensive knowledge as a research professional with an in-depth understanding of statistical and / or other analysis techniques designed to support research projects of broad scope and complexity. May function as a team lead.

Qualifications

Nine years of related experience, education/training, OR a Bachelor degree in related area plus five years of related experience. Advanced skills associated with statistical analysis, database management and systems programming. Demonstrated expertise in statistical programming for database management and analysis. Advanced knowledge of SAS, SPSS, R/Splus, and QDS. Extensive statistical experience with mulitvariate modeling, correlated data, nonparametric analyses, hierarchical modeling and experience with large (thousands of subjects and variables) population based surveys. Knowledge of Microsoft Office applications, as well as specialized software packages such as nQuery Advisor,PASS, and RDSAT. Advanced skills in analysis and consultation. Demonstrated statistical consulting experience. Demonstrated ability to work with a diverse group of researchers atdifferent levels of design and statistical sophistication and with different areas of research interest. Advanced ability to communicate complex information in a clear and concise manner both verbally and in writing. Skill to effectively communicate statistical methods and results to provide information to scientific investigators fromwhich they can draw conclusions. Strong interpersonal and organizational skills. Ability to communicate with physicians, investigators, and colleagues. Advanced project management skills. Ability to lead and influence within and external to project team. Demonstrated experience planning the day-to-day activities of a statistical/data management unit employing a professional statisticians and related database management personnel. Experience leading the work of large scale research contracts and grant projects. Advanced research skills at a level to evaluate alternate solutions and develop recommendations. In-depth knowledge of research function. Demonstrated experience planning research designs on complicated problems and large scale studies. Demonstrated ability to comprehend and express the theoretical concepts of a project proposal or survey result and recommend plans for research design and implementation. Ability to communicate effectively in both verbal and written form. Advanced ability to think creatively to recommend action steps or strategize solutions relative to research. Demonstrated experience designing databases and data entry systems. Demonstrated background with HIV/STIs research aimed at high-risk populations such as injection drug users and female sex workers. Familiarity with methods applicable to clinical, epidemiological, services, and outcomes investigations. Demonstrated experience conducting research. Skill to research, synthesize and transfer information to individuals with a variety of skills and backgrounds. Demonstrated experience in preparing, presenting and publishing experimental results. Ability to prioritize workload and multitask competing demands. Ability to work in a fast-paced team-oriented environment. Ability to meet deadlines Ability to work independently with only general direction.
