Position Description
The Division of Biomedical Informatics (DBMI) in the Department of Medicine: Biomedical Informatics is an interdisciplinary field at the intersection of biology, medicine, and quantitative sciences. Biomedical informatics researchers develop new methods to integrate and analyze vast amounts of data generated in the laboratory, clinical and translationalresearch, clinical encounters, and population studies. The goals of the Department of Biomedical Informatics are to (1) promote excellence in biomedical informatics research, (2) collaborate with biomedical researchers in developing new quantitative methods that enable the formulation and testing of original hypotheses, (3) train the next generation of biomedical informatics specialists, and (4) interface with engineering, mathematics, information and computer science communities, serving as a hub for quantitative scientists focused on biomedical research. This department leads multiple federally and non-profit funded biomedical research projects, which are focused on the integration, analysis, and sharing of biomedical and health care data for the scientific community, as well as patient-centered research. In addition, the department runs a complex computational infrastructure that allows access and analysis of these data in a privacy-preserving manner. The Program Manager will be responsible for providing administrative, research, and decision analysis to large research projects, such as the national All of Us Research Program. Other entities within the All of Us Coast-to-Coast consortium include UC Health System, UC Davis, UC San Francisco, Cedars-Sinai Medical Center, University of Southern California, Yale University, San Ysidro Health, Community Health Center, Inc., and the Puerto Rico Consortium for Clinical Investigation. Incumbent will provide project management leadership to the Coast-to-Coast All of Us Research Program at the consortium level. Individual will have an in-depth understanding of the professional field; will independently perform the full range of responsibilities within the function; will possess broad job knowledge; and will analyze problems / issues of diverse scope and determine solutions as it relates to the All of Us consortium and other large research projects. Incumbent will provide short- and long-term resource review and analysis, projections and recommendations in all areas of the project, including sourcing and collecting information from a wide variety of internal and external sources, analyzing and summarizing reports and evaluating progress and recommending alternatives to meet program objectives. Incumbent will administer all finance, human resources and facilities and other operational activities for the All of Us Research Program and other large research projects. Administer major program components, and some or all of the program's operational requirements. Develop and organize conferences and other public forums. Work under direction of Principal Investigator or more senior staff to establish center agenda, funding, objectives.
Qualifications
Advanced degree in related area and / or equivalent experience / training. Three (3) or more years of relevant experience. Strong oral and written communication skills. Demonstrated ability to communicate clearly and concisely, both verbally and in writing. Strong interpersonal and communication skills, including tact, diplomacy, and flexibility. Ability to work successfully with a wide range of people with varying perspectives and needs. Demonstrated ability to maintain strict confidentiality. Strong ability to think creatively and independently on concepts requiring advanced analytical skills. Strong interpersonal skills and ability to work with diverse groups to achieve results. Proven project management experience, preferably with NIH project and recruiting participants. Thorough knowledge and ability to apply all relevant Federal, state, and university regulations, policies, and federal guidance documents. Strong ability to work collaboratively with internal and external peers and managers. Thorough knowledge and experience with quantitative and qualitative research design; scientific research concepts and terminology. Demonstrated leadership skills and employee supervision associated with planning work assignments, training others and establishing priorities. Demonstrated self-discipline and sound, independent judgment completing complex assignments. Proven experience interpreting/coordinating research protocols and the corresponding data requirements. Demonstrated experience with human subjects research and processes. Solid fundraising experience. Thorough written, verbal and interpersonal communications skills, including a strong sense of a good story and understanding of the topics that may be of interest to various publics and will incorporate key location messages. Proven ability to write and communicate effectively in a variety of ways (magazine articles, press releases, reports, speeches, web content, social media, brochures, white papers, talking points, etc.) and in ways appreciate for targeted audiences (i.e., media, support groups, legislators).
