The Altman Clinical and Translational Research Institute (ACTRI) is an NIH-funded Clinical and Translational Science Award (CTSA) institution that provides the infrastructure to support high-quality and innovative translational research. ACTRI's vision is to translate scientific discoveries into improved health by delivering education, training, and infrastructure for clinical research in the San Diego area and beyond. ACTRI is home to the Center for Community Health (CCH), a multi-disciplinary group with a mission to transform health and wellness in diverse communities by improving health equity. CCH programs and initiatives focus on advancing innovative, community-informed, community-driven health research and capacity-building, particularly in the binational and southern California region. The Center for Community Health has a history of over 30 years working in, with, and for communities in the San Diego region via multisector and multi-level approaches that bring together community partners and key stakeholders to solve complex systemic problems. CCH supports a broad portfolio of community-engaged health, education, workforce development, capacity-building, evaluation, and research initiatives. CCH works in partnership with community-based organizations, schools, health systems, public agencies, coalitions, and community leaders to advance health equity and address social and structural drivers of health across diverse communities and populations. This position will play an important role in supporting the mission and programmatic operations of the Center for Community Health. Under general direction of CCH leadership, the incumbent will have broad and independent responsibilities for planning, coordinating, analyzing, and supporting administrative and programmatic operations across CCH initiatives. The incumbent uses skills as a seasoned, experienced professional with a full understanding of analytical practices, policies, and procedures; researches, analyzes, and develops solutions to a wide range of issues; and supports programs that may evolve over time based on grant funding, operational needs, and organizational priorities. This position facilitates community education and engagement, capacity development, assessment, technical assistance, partner coordination, monitoring, evaluation, and reporting activities. The Project Officer maintains effective communication with a diverse range of local, regional, statewide, institutional, and community partners; facilitates meetings; supports collaborative planning; tracks program activities and deliverables; documents lessons learned; contributes to funder reports; and supports compliance with program guidelines and requirements. Job duties and responsibilities may also include supporting resource planning and allocation, scope of work development, subcontract coordination, partner monitoring, quality control, and continuous improvement activities to ensure successful achievement of project goals. Responsibilities may shift as operational needs, grants, and CCH priorities change.
Qualifications
Seven years of related experience, education/training, OR a Bachelor’s degree in related area plus three years of related experience/training. Knowledge of common organization- or research-specific and other computer application programs. Strong communication and interpersonal skills to communicate effectively, both verbally and in writing. Strong oral and written communication skills, including the ability to communicate effectively and build effective working relationships with individuals, groups, and larger-scale communities. Ability to use discretion and maintain all confidentiality. Analytical / problem-solving skills. Strong skills in analyzing, researching and synthesizing large amounts of data for preparing sound and relevant proposals / analyses. Ability to multi-task with demanding timeframes. Strong time management, organizational skills, attention to detail, and ability to prioritize tasks and effectively meet deadlines. Strong policy analysis techniques. Demonstrated project management skills, including proven experience planning, implementing, managing, and evaluating projects. Research experience working with qualitative and quantitative methods to assess stakeholder needs, program development, and evaluation. Ability to synthesize substantial amounts of data for both technical and general audiences. Experience coordinating and facilitating effective meetings and communications. Experience collaborating with internal and external peers and managers, and stakeholders across multiple sectors, including community-based organizations, service providers, professional associations and businesses, media, and government stakeholders.
